Well, the credits of Hong Kong's rise into one of the most affluent places in the world indeed partially go to Britain. Because Hong Kong at the time of the Opium War was nothing no more than a fishing village. Actually the first intention of Britain was not Hong Kong but Chusan (Zhoushan City today), an island off the eastern coast of China not far away from Shanghai where the Yangtze River meets the ocean. Back then Chusan was already a booming port and close to the Yangtze River where the British ship could immediately access the heartland of China meanwhile Hong Kong was a fishing village without any resources and far away from China's heartlands. The British government was furious after learning Captain Charles Elliot took Hong Kong ("a barren island with hardly a house on it") instead of Chusan in the war treaty and he was dismissed beacuse of that.
Even though Hong Kong was under the British rule for 150 years, it was still poor and no great development was made in the first 100 years. After the WWII, Hong Kong started to take off thanks to the hardworking and education loving people there. They started from textile industry exporting garments to the world and gradually moving up the value chain until it became fully developed. The British governor appointed to govern Hong Kong didn't do much to the economy but just guaranteed a lawful society based on British Law and intervened minimally in the economic activities. To become rich or poor completely is up to Hong Kong people themselves in their own aspiration of doing business. But Hong Kong staged a miracle and became rich in just one generation. Hong Kong's success attributes to the hardworking and education-loving culture of the Chinese people and a free economy and a good law guaranteed by Britain. But if Britain hadn't selected Hong Kong in the first place, maybe it would be still a small nobody town.
